Secure Vote Counts
Ultimately the integrity of an election comes down to the accurate count of legally cast votes. Eliminating the opportunity for inaccurate vote counting and tallying is of critical importance. Election workers and observers must work diligently and without obstruction in their willful and faithful efforts to assure the vote count and tally accurately reflect the will of every voter. The will of the people must be accurately reflected in the election results. The confidence of every citizen to prove for themself that the results of the election are accurate is a critical area of interest in our research, education, and advocacy for the interest of every citizen who votes. To this end, we have compiled the following list of secured votes counting and tallying measures. State and local laws require partisan-balanced observed counting of ballots and the public publishing of the number of Ballots cast. The number of ballots cast must be published as quickly as possible following the time of all polls closing across the district. No additional ballots can be added to the total after polls close. Vote counting may not begin until after ballots are fully counted and the number of cast ballots is published publicly. State law requires that the total number of Ballots cast are counted at each precinct and compared to a count of the total number of votes recorded (selection, blank, or legally invalidated). State law requires these two counts to reconcile and identically match before vote count results can be published. One vote off grants every voter in the precinct standing to sue for being disenfranchised. State law requires the counting of all votes to begin on election day after the polls close across the entire district. Vote counting is not paused or stopped until all votes are counted, and precinct tallies accurately reconcile with the number of ballots cast and the vote count results are published. State and/or Local law enables 100% public observance in vote counting proceeding via a ballot face broadcast of the official counting proceedings. This measure allows every citizen to count the votes for themself in real-time, as well as at any time afterward from the preserved public record of all related videos. State and/or Local Law does not permit private, proprietary, or secret software, firmware, or hardware to be used in the processing, counting, and tallying of ballots and votes. All software and firmware codes used in election equipment must be accessible and exposed to all citizens who vote for any citizens to perform a line-by-line inspection of the code, without exception. If this requirement cannot be met then the state requires all ballots to be counted by hand with multi-partisan-balanced observance. Every district must perform a hand count risk limiting audit of a minimum of 20% of precincts within the district following the completion of the first count and reconcile the audit count with the first count with less than a .01% margin of difference between the two counts. If greater than .01% reconciliation variances are discovered, then this triggers a hand-count audit of every precinct in the district. If by these rules, multiple districts in a county require a hand-recount audit then a hand-recount audit must be performed across the entire county. If by these rules, Hand-recount audits are triggered in multiple Counties then a hand-recount audit is required statewide. All counting activity must be completed continuously as an extension of the election day count and not paused or stopped until completed. The precincts selected to satisfy the initial minimum hand recount audits in each district are selected by a partisan-balanced and citizen-observed lottery after all preliminary counting is completed and recorded.
